As Acting General Counsel, Attorney Towns oversees all DOC legal matters and provides strategic guidance to agency leadership.  He has over 34 years of legal experience, including his time with the DC Office of the Attorney General’s (OAG) Civil Rights and Elder Justice Section, where he led cases addressing patterns of discrimination against District residents. 

A former OAG Director of Community Engagement, he built lasting partnerships across government and community organizations. Attorney Towns is a past President and Hall of Fame inductee of the Washington Bar Association and an award-winning trial lawyer committed to advancing civil rights and mentoring future attorneys.
