(Washington, DC) – This evening, Mayor Bowser joined Interim DC Department of Corrections (DOC) Director Quincy Booth to mark the return of the Correctional Treatment Facility (CTF) to DC Government control and recognize 30 DOC recruits who were sworn in as correctional officers. For the past 20 years, the Correctional Treatment Facility has been under the management of the Corrections Corporation of America (now CoreCivic), the largest and oldest corrections company in the country.
“This transition symbolizes how far we have come as a city and it represents the opportunity ahead of us to do even more for our returning citizens,” said Mayor Bowser. “In the months and years ahead, we will be able to improve and expand many CTF services and programs, and we will position more of our incarcerated residents for success upon return to their communities.”
Last February, the Bowser Administration authorized the DOC to assume operation of the CTF on February 1, 2017. To prepare for the transition of the CTF, the DOC has spent over 18 months hiring staff, updating operating policies and procedures, securing contracts, and installing the necessary infrastructure to successfully operate the facility.
“We thank the Corrections Corporation of America for their steady management of the Correctional Treatment Facility,” said Interim Director Booth. “As they return the CTF to District control, we stand ready to ensure District inmates receive the services they need while being treated with dignity and respect.”
During the Pinning and Oath of Office Ceremony, the DOC recruits received their badges and took the Oath of Office to serve as DC Correctional Officers in the CTF. After being sworn in, officers continue to receive ongoing training to maintain skills and awareness, address best practices, and review organizational protocol.
The DC Department of Corrections now operates the Central Detention Facility and the Correctional Treatment Facility. The mission of the DOC is to provide an orderly, safe, secure, and humane environment for pre-trail detainees, sentenced misdemeanants, felons, and parole violators. To help both male and female inmates prepare for re-entry, the DOC provides a behavioral modification program and a pre-release training that connects inmates with community-based organizations who provide support post-release.
