In accordance with the DCDOC Gender Classification and Housing Policy the Department operates a Transgender Housing Committee (THC) to determine housing assignments for transgender, intersex, and gender nonconforming persons incarcerated and housed within our facilities.
Specially the committee is tasked with:
- Meeting as a body within a specified period of time (72 hours from the time the inmate completes required initial assessments—excluding weekends and holidays)
- Making housing recommendations after meeting to review records, assessments, and other relevant information—with feedback from all participating committee members needed to reach consensus
- Getting direct input from the inmate as part of the meeting process to understand the individual’s views on housing placement and potential vulnerability
- Formally documenting committee findings and housing decisions for submission to the facility Warden
Composition: Committee members include DOC staff representatives from Security/Operations, Programs and Case Management, Health Services, the Prison Rape and Elimination Act (PREA) Office along with a representative from the Mayor’s Office on LGBTQ Affairs, and a member of the transgender community (knowledgeable of transgender issues, correctional operations and/or an expert in transgender affairs). Meetings are held both virtually and in-person.
